TIER II BYLAWS
Tier
II Board
Each team will designate one active player as a team
representative. A team may also
designate one alternate team representative.
These designations are in effect for one (1) season.
In voting matters only one vote may be cast for a team.
Only the team representative or the alternate may cast the vote.
The team representative and alternate designations can only be changed
during the course of the season if the current designee is no longer playing.
Tier II shall designate a league president.
The term shall be in effect for one (1) season.
The league president shall be approved by a majority of the team
representatives. The president shall preside over all team representative
meetings. The league president
can only vote in the case of a tie.
Board meetings are open to all Tier II players.
Board meetings shall be scheduled as needed.
Roster Adjustments
Roster adjustments must be approved by a majority of the
team representatives. In the case
of a tie, the Tier II president may cast the deciding vote.
A team representative can petition for a roster
adjustment at any time in the course of the season if:
A.
they have twelve (12) or fewer skaters who have paid their team
fees.
B.
they can prove that they have less than ten (10) skaters in
attendance on a “regular” basis.
A team representative can petition for a roster
adjustment on the basis of competitive adjustment only prior to the season
and the half way point of the season.
All teams losing players either from injury or no-shows
will be entitled to pick up new players only by the following method.
There will be a committee formed at the start of each session by the
board, consisting of one (1) representative of each team.
This committee will review all changes in player
personnel. If a player is lost,
the team representative will contact this committee and present his choice of
player to fill the vacated position. This
committee will review this request and determine if the player is suitable as
a replacement. Three (3) votes
are required to approve the new player and the affected team cannot vote.
If this method is not followed, the violating team will
forfeit all games in which the disputed player participates, until he is
removed. If the player is not
removed after direction from the committee, the team will be asked to leave
the league without any refund of player fees.
This motion will bind any player who participates in this
league.
USA Hockey Association membership registration and
insurance are mandatory.
One Game Only
Roster Adjustments
No players can be temporarily (1 game) added to a
team’s roster if that team has at least ten (10) of its skaters (excluding
goaltender) in attendance for the game.
If a team has less than ten (10) original skaters in
attendance for a game then they may bring their roster up to ten (10).
The team representative on the opposing team, prior to the game, must
approve each “add-on” player. The
approval of roster additions in this manner shall have duration of one (1)
game only. Add-ons must be
registered Tier II players.
Active Tier I skaters may not skate out during Tier II league play.
No one under eighteen (18) years of age may play in the
Tier II league.
Discipline
Each team’s representative shall also serve on a
discipline committee. Tier II
referees or team representatives may ask that a player’s on ice or ice arena
conduct be reviewed by the discipline committee.
The discipline committee shall have all subpoena privilege and latitude
in disciplining players. A
majority vote is required.
Fees
Each team shall pay a team fee which will be based upon
the number of players on the team required to cover normal ice charges plus
the fees for referees. In
addition, each team will be assessed a $100/year charge to cover normal
replacement for goalie gear usage.
Rules and Regulations
USA Hockey rules shall be followed except:
MINOR PENALTY: Because
we play with a running clock, a minor penalty shall result in three (3)
minutes in the penalty box.
Anytime the goalie has control of the puck, a player will
not attempt to play the puck whether there is a whistle or not.
FIGHTING: Fighting
will not be tolerated. Players
shall be eliminated from the game with an additional three (3) game suspension
for the first infraction. Should
there be a second infraction, the player shall be suspended from the league
for the remainder of the session.
SLAP SHOTS: Slap
shots are not permitted in Tier II. A
slap shot shall be considered any shot where the stick completely leaves the
ice before making contact with the puck.
Violation of this rule shall result in a minor penalty.
HIGH STICKING: High
sticking is not permitted at any time. High sticking will be any stick play
above the waist, intentional or not. A high stick in traffic shall result in
the player receiving a minor penalty, if intentional a major penalty. A high
stick in open ice will result in a face-off in the offending team’s zone.
DANGEROUS PLAY: Out
of control play will not be tolerated. Any
player attempting to skate beyond his skill level in a fashion potentially
dangerous to others shall receive a minor penalty.
Interpretation of this rule is left to the discretion of the referee.
GAME SUSPENSION: Any
player receiving three (3) minor penalties during a game is
automatically ejected for the remainder of that game.
Any major penalty will result in a suspension for the rest of
that game and the next three (3) games. Two
(2) major penalties in a session will result in suspension for the rest
of the Rusty Blades season.
OFF SIDES: Will
be called from the blue line. Delayed off sides will be called as it is
addressed in the new AHAUS rules. The
tag up will apply.
